ICMPD projects in Libya and Tunisia

On 17 October 2019 the Director-General of the International Centre for Migration Policy Development (ICMPD), formerly the Austrian Foreign Minister, signed a memorandum of understanding with the EU’s EUBAM Libya mission. On 21 November 2019, a cooperation agreement ‘to pave the way for long-term, fruitful cooperation’ was signed with the Libyan Government. The ICMPD carries out numerous projects for the European Union in North Africa, including projects to deter and prevent irregular migration. 

• 1.What projects is the ICMPD currently carrying out for or with the European Union in Libya and Tunisia, and what other projects are planned?
• 2.Who are these projects carried out by? Who are they directed at? What funds are spent on them?
• 3.In which projects in North Africa are facilities being created whereby asylum applications from people from Africa seeking protection can be examined before they reach the European Union? With which governments has the Commission held negotiations on this matter so far?
