10 February 2021
E-005112/2020(ASW)
Joint answer given by Mr Reynders
on behalf of the European Commission
Question references: E-005112/2020, E-005680/2020

The Commission is aware of the decree adopted by the French Government on 2 December 2020 which dissolves the Collectif contre l’Islamophobie en France (CCIF). The Commission is following closely the developments and is in contact with the French authorities.

CCIF was partner of a project started in 2013 and ended in 2015 under the Fundamental Rights and Citizenship Programme for a total global amount of EUR 71 423(1). Currently, CCIF is part of a consortium that has received funding for a project(2) under the Rights, Equality and Citizenship Programme (REC)(3).

The maximum EU support to CCIF is EUR 51 450, as part of a grant of EUR 729 292. This project is currently at its finalisation phase and the final payment did not take place yet. The Commission is currently assessing this case and reserves its right to take any measure necessary to protect the interests of the EU.

According to current procedures, organisations that apply under a call for proposals under the REC Programme are screened for their adherence to the EU values stated in Article 2 of the Treaty on EU, Article 21 of the EU Charter of Fundamental Rights and Article 3 of the regulation establishing the REC Programme. The evaluation committee checks this as part of the operational capacity assessment of an applicant organisation.

Like many other civil society organisations active in the field of anti-racism and non-discrimination from all over Europe, CCIF has occasionally participated in meetings in the context of the work of the High Level Group on combating Racism and Xenophobia(4) and of the Commission’s Coordinator on combating anti-Muslim hatred(5).
