 Subject: Supporting social entrepreneurs

The Commission has endeavoured to boost financing opportunities for social enterprises with measures such as the 2011 initiative for social entrepreneurship or the Start-up and Scale-up initiative. Financing was allocated for these initiatives up to 2020. Since the new multiannual financial framework will begin in 2021, the measures taken so far should be assessed.

1. Does the Commission consider that the support opportunities made available so far meet the needs of social enterprises? If not, what should be done to ensure that such opportunities meet the particular needs of such enterprises?

2. In addition to financial problems, which social enterprises regard as barriers, has the Commission identified other barriers which make it more difficult for social enterprises to enter the internal market successfully?

3. How much funding has the Commission estimated in the forthcoming multiannual financial framework to be necessary to support social enterprises, and what other means will it use to support them?
