 Subject: The Commission’s plan to rebuild ties with the US and address matters such as tech taxation, digital regulation and deforestation

A draft EU plan for revitalising the transatlantic partnership proposes new cooperation on everything from digital regulation and tackling the COVID-19 pandemic to fighting deforestation.(1)

The 11-page set of draft policy proposals, entitled ‘a new EU-US agenda for global change’, includes an appeal for the EU and US to bury the hatchet on persistent sources of transatlantic tension, such as the EU’s push for greater taxation on US tech giants.

The Spanish Government is anticipating almost EUR 1 billion in revenue from a new digital services tax included in the budget, but Minister Montero held out hope that the EU could agree on a worldwide system for such levies with the incoming Biden administration.(2)

1. What is the Commission’s latest timetable for taxation reform and the EU digital tax proposal?

2. In its response to Written Question E-004768/2020(3), the Commission states that ‘Initial figures in the May 2020 Communication [...] for a new own resource Decision for 2018 were based on internal, preliminary estimates. The final calculations and revenue generation potential will depend on the design choices of the different proposals’. Can it update us with its latest estimates on the revenue that an EU digital tax would generate?

3. Can it explain in greater details its plans(4) to combat deforestation(5) with the US, and whether it has a specific new proposal?
