The Council has been very concerned by developments in Venezuela in the past years. As stated by the High Representative in his declaration of 6 January 2021 on behalf of the EU, Venezuela urgently needs a political solution to end the current impasse through an inclusive process of dialogue and negotiation leading to credible, inclusive and democratic processes, including local, presidential and legislative elections(1).

As to the recognition of Juan Guaidó as president of Venezuela, the Council has not taken a position on the matter. The EU will continue to engage and work with all stakeholders in Venezuela to foster peaceful dialogue and a democratic and sustainable solution to the crises in the country.

In this process, the EU considers Juan Guaidó and the representatives of the opposition parties elected to the National Assembly of 2015 as important actors and privileged interlocutors and encourages the democratic opposition to take a unified stance with a view to an inclusive process of dialogue and negotiation(2).

To that end, the EU will also continue to work in close coordination with its like-minded international partners, notably through the International Contact Group on Venezuela. The EU will also continue to coordinate with the Lima Group and the US Administration and will continue its outreach efforts with other international and regional actors.
