Odometer tampering in used cars

At the end of May 2018, Parliament adopted a resolution calling for the issue of odometer manipulation in used cars to be addressed. The problem mainly concerns cars intended for import into another Member State, with the odometer being manipulated before the car is registered in the new country. These practices are being exacerbated by the fact that no common register exists within the EU.

With that in mind, what is the state of play of preparatory work on the relevant legislation to ensure the creation of a single register for the internal market using data from regular technical inspections?

In its report, the EP also called for the introduction of technologies that would make it impossible to tamper with odometers (e.g. blockchain technologies). How advanced are the Commission’s preparations for the relevant legislation at this point?

Thirdly, how does the Commission intend to encourage the Member States to introduce legislation to make odometer manipulation a criminal offense? That was also one of the EP’s initiatives.
