Interpretation of Commission Regulation as regards model aircraft

According to an interpretation of Commission Regulation 2019/947, model aircraft belong to a category in which special licences must be held and are subject to this Regulation. However, model aircraft and manufactured models have nothing in common with drones and have no recording equipment. Flying them essentially comes down to the ability to build and control the models when carrying out a variety of acrobatic manoeuvres. In this connection, is the authorities’ interpretation of how this Regulation should be implemented correct?
