Contractual penalties for vaccine supply contracts

Pharmaceutical companies with which the EU has entered into agreements for the supply of COVID-19 vaccines are not fulfilling their obligations. Deliveries are often cancelled overnight, which leads to huge organisational problems in the Member States and makes it difficult to draw up and stick to a vaccination schedule.
I would therefore like to ask the Commission about the amount of the contractual penalties according to the contracts signed with the companies manufacturing the vaccines:
- 1.Did the contractual conditions include contractual penalties for failure to supply the vaccine in accordance with the schedule set out in the contract?
- 2.If such contractual penalties were included in the contract, have these been applied yet, and against which contractors and what was the amount of the penalties?
- 3.If such penalties have not been applied, what is the reason for this?
