The EU legislation already regulates vehicle fuel consumption, emissions and safety in a comprehensive manner and the effectiveness of this legislation is revised periodically.

As regards fuel efficiency, as announced in the European Green Deal, the Commission will review the CO2 emission performance standards for cars and vans, setting out the pathway to zero-emission mobility by 2050. The Commission also plans to address air pollution from transport through the new Euro 7 standards for road vehicles to be proposed by the end of the year.

Regarding safety, a major revision was performed recently with the adoption by the co-legislator of the Vehicle General Safety Regulation in 2019[1]. In particular, intelligent speed adaptation systems will be required to help the driver to respect speed limits, a significant factor to prevent accidents.

Vehicle mass was considered by the impact assessment[2] and preparatory study[3] which did not conclude that dedicated requirements would be cost-effective for safety purposes.

However, a less aggressive front-end design in combination with advanced emergency braking systems will be required on cars to avoid and mitigate collisions with other cars, pedestrians and cyclists. The vehicle General Safety Regulation will apply from July 2022.
