 Subject: Digital levy

The European Council statement of 25 March 2021(1) confirmed the need for a legislative proposal on a digital levy in the first half of 2021, ‘with a view to its introduction at the latest by 1 January 2023’. Ideally, this should be done within an international framework on the basis of an OECD proposal, but negotiations are difficult.

1. What does the Commission view as the deadline for reaching an agreement within the OECD framework before the Commission itself puts forward a legislative proposal?

2. In that event, how will the Commission avert a conflict between that proposal and the final OECD compromise?
