 Subject: Social scoreboard to monitor homelessness

In the European Pillar of Social Rights action plan, the Commission states that ‘homelessness is increasing in most Member States’ and that ‘while policies to end homelessness can only be successful through a tailored local or regional approach, many stakeholders have called for a European impetus to end homelessness across the EU by 2030’. The Commission intends to launch an EU platform on combating homelessness in response.

Homelessness is the gravest form of rights deprivation and goes entirely against the EU Charter of Fundamental Rights, which states that the Union is founded on the indivisible, universal value of human dignity, which is inviolable and must be respected and protected. It is essential to determine whether the actions listed in the action plan actually help people at risk of or experiencing homelessness and whether the proposed actions make tangible differences to their lives.

However, the action plan’s scoreboard does not include any indicators on homelessness. The ‘at‑risk‑of‑poverty rate’ and the ‘severe material and social deprivation rate’ indicators do not include questions on homelessness and the scoreboard only provides, where relevant, breakdowns by age, gender, country of birth and disability status, not homelessness.

Is the Council planning to start gathering data on homelessness and apply it as a basis for the breakdown of the social scoreboard indicators?
