1. While national security remains the sole responsibility of each Member State (Article 4(2) of the Treaty on European Union), Member States must comply with the requirements flowing from the EU Treaties and the Charter of Fundamental Rights of the EU.
In the area of counter-terrorism, the directive on combating terrorism[1] reinforces the EU legal framework on countering terrorism and includes provisions that criminalise and sanction terrorist and terrorist-related offences, such as public provocation to commit a terrorist offence.
2. The Commission does not have any relations with the Muslim Brotherhood.
