Human rights sanctions against Russian company NtechLab

The Russian company NtechLab is responsible for operating Russia’s vast biometric mass surveillance system. This system has reportedly led to countless arbitrary arrests of Russian citizens who were identified by NtechLabs biometric recognition system, often at peaceful demonstrations.
Council Decision (CFSP) 2020/1999 and the accompanying Council Regulation (EU) 2020/1998 established a framework for targeted restrictive measures to address serious human rights violations and abuses worldwide. These targeted restrictive measures pursue common foreign and security policy objectives as set out in Article 21 of the Treaty on the Functioning of the European Union, and they are intended to contribute to the EU’s efforts to consolidate and support democracy, the rule of law and human rights.
- 1.Are NtechLab and its affiliate entities on any export control lists for violation of human rights or subject to any current or envisioned EU sanctions, and if not, why not?
- 2.How is it possible that the Finnish company Futurice, the Spanish company Kimaldi, the Romanian company Intrada Capital SRL and the Slovak company Lurity can still cooperate with NtechLab, especially given the recently updated Dual-Use Regulation?
