The EU believes that having the Kabul civilian airport operational under Qatar and/or Turkey’s leadership would inter alia increase the possibilities of safe passage for Afghan citizens wishing to leave the country.

It would also allow humanitarian assistance flights reaching Kabul. On 25 June 2021, the European Council recalled the EU’s strategic interest in the development of a cooperative and mutually beneficial relationship with Turkey.

In line with the shared interest of the EU and Turkey in regional peace and stability, the European Council also underlined its expectation from Turkey and all actors to contribute positively to the resolution of regional crises(1).
