On 1 September 2021, the rapporteur, Daniel Caspary, presented the second draft report on the International Procurement Instrument (IPI). The aim is to achieve reciprocity in access to public contracts. In particular, the rapporteur referred to two major infrastructure projects in Croatia and Hungary being carried out by Chinese companies, while the Chinese public procurement market is apparently completely closed to European companies.
- 1.To the Commission’s knowledge, is the Chinese public procurement market closed to European tenderers?
- 2.If not, is the Commission able to say, on the one hand, what the volume of Chinese public contracts awarded to European companies is, and, on the other hand, what the the volume of contracts awarded to Chinese companies for public procurement in EU countries is?
- 3.If the Commission does not have any exact figures, does the Commission believe that there is a significant imbalance (in terms of contract volumes)?
