The deadline for transposing Directives (EU) 2019/789[1] and (EU) 2019/790[2] into national law passed in June 2021. Nevertheless, only eight Member States have completed the procedure[3], while others are quite far from this point.
This delay in establishing appropriate and proportionate remuneration for creators and performers (Article 18 of Directive (EU) 2019/790), including by online services, is seriously damaging creators and performers, who are in an extremely difficult financial situation due to the effects of the pandemic in their field.
At the same time, despite the need for acceleration, it is of the utmost importance to allow time and reasonably adequate means for public consultation and the active participation of stakeholders and civil society in the overall transposition process, as a pillar of good governance and democracy.
