Conclusion in December of the European investigation into dumping in the steel wind-turbine towers sector

In answer to written question E-003568/2021, Vice-President Dombrovskis pointed out that the investigation opened by the EU executive into imports of steel wind-turbine towers from the People’s Republic of China is due to report in December. Since October 2020, sales of towers at up to 60% lower than the average cost of products manufactured in the EU has already had an irreparable impact on the European sector. Chinese manufacturers evade up to 70% of EU duties on the raw material of steel by exporting into our market a product that is already finished.

In light of this:

• 1.Can the Commission say whether the deadlines laid down for concluding this investigation will be met?
• 2.The above-mentioned answer states that the report includes the effects that these practices are having on the European sector. Do the data collected make it possible to quantify the number of jobs and enterprises that would be indirectly affected by the closure of this industry?
• 3.Is the Commission willing to impose measures that are strong enough to prevent the price difference from continuing to make it profitable for Chinese manufacturers to participate in the EU market after having paid that duty?
