In March 2021, the Commission carried out an audit(1) to evaluate the implementation of Directive 2009/128/EC(2) by Italy. The audit report found that the adoption of the initial national action plan was delayed by 14 months and that there was, at the time of the audit, a delay in the adoption of the revised national action plan of around two years. To date, the Italian authorities have still not provided a revised national action plan to the Commission.

The delay in the adoption of the initial plan and the continued delay in the adoption of the revised national action plan are both in breach of Article 4 of Directive 2009/128/EC.

The audit report referred to above makes a number of recommendations to the Italian authorities, including a recommendation to ensure that the national action plan is reviewed at least every five years. The Commission will continue to follow up this matter with the Italian authorities to ensure that all recommendations made in the audit report are addressed in a timely and effective manner.
