When does the Commission plan to take the following measures to protect the lives of refugees from Ukraine:

immediately increase emergency support through the voluntary pool and rescEU reserve under the Union Civil Protection Mechanism, while also activating the EU Solidarity Fund to provide medical support, medical services and humanitarian aid to the countries concerned;

make flexible use of the Emergency Support Instrument to provide medical assistance to persons with pre-existing health conditions, in the EU Member States and in third countries hosting refugees;

activate the ECDC monitoring and alert system for the identification of emerging infectious disease threats and incorporate health tracking into the IPCR system for the the refugees and territories concerned?
