Since March 2014, the EU has adopted a series of restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine.

The EU leaders have also reiterated their determination to increase even further the pressure on Russia in relation to its war of aggression against Ukraine, and remain ready to move quickly with further restrictive measures in addition to those already adopted, as stated on several occasions, including the Versailles Declaration of 10 and 11 March 2022.

As stated in the European Council conclusions of 23 and 24 June 2022, work will continue on restrictive measures, including to strengthen implementation and prevent circumvention.

As regards the possible inclusion of Mr Vladimir Potanin on the list of persons and entities subject to restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine, the Council has not taken a position on this matter.
