Implementation of Article 219 in response to the Ukrainian crisis

The agricultural sector is currently bearing the brunt of soaring fertiliser and energy prices linked to the Russian invasion of Ukraine. This increase in prices not only makes our producers' lives difficult but also puts the harvest at risk due to the lack of inputs on the EU market.

Article 219 of Regulation (EU) 1308/2013 establishing a common organisation of the markets in agricultural products (CMO Regulation) empowers the Commission to adopt delegated acts to prevent or limit disturbances to the agricultural market caused by significant price increases or falls on internal or external markets. This article could be activated as it grants the Commission extraordinary powers aimed specifically at responding to the extraordinary circumstances that our continent is facing today.

Does the Commission plan to adopt exceptional additional measures in accordance with Article 219 of the CMO Regulation to directly influence the price and availability of inputs on the EU market?
