The EU is funding several closed migration camps in Greece. One of them is the EUR 43 million closed controlled access centre (CCAC) on Samos, opened in September 2021 and funded under the Asylum, Migration and Integration Fund (AMIF). As ruled by a Greek court and proven by several NGOs, many asylum seekers in this centre face de facto detention and extensive surveillance.
- 1.Does the Commission see funding of this closed centre as compatible with the specific provisions regulating the detention of asylum seekers in international and EU asylum law, such as the Reception Conditions Directive and the Dublin III Regulation?
- 2.Could the Commission provide a detailed list of all AMIF spending on the Samos camp since September 2021, broken down by expense category (specifically surveillance including methods and security guards)?
- 3.Is there a precise overview of AMIF funding of comparable centres on the Aegean islands, including their capacity and total personnel per camp, and how is the Commission monitoring this expenditure?
