Finding all the documents relating to the Commission’s legislative proposals, such as impact assessments and Commission evaluations, is difficult today. Often the documents for one proposal are located on different websites.
Finding relevant information is also difficult according to the European Court of Auditors report from November 2021[1]. There is no single point of access for all published, ongoing and planned evaluations and impact assessments for legislative proposals.
The European Parliament, the Council and the Commission already agreed in 2016 (Better Law-Making Agreement) to create a single website for all legislative documents jointly for the three institutions. This will enable anyone interested in EU policy-making to readily find all the documents and evidence on which an initiative is based.
In its April 2021 Communication on Better Regulation, the Commission set out its plan to create a common register of documents – the Joint Legislative Portal.
