The High Representative of the Union for Foreign Affairs and Security Policy is supporting the creation of a Member States’ working group on ‘EU cyber intelligence services’ within the EU Intelligence and Situation Centre (INTCEN) to boost ‘strategic intelligence cooperation on cyber threats and activities’. The Council already called for the establishment of such a working group to be considered in several opinions.
- 1.How does the Council define a ‘cyber intelligence service’ and which Member States already have such authorities?
- 2.What efforts has the Council made to set up a working group on ‘EU Cyber Intelligence Services’ and what has been achieved thus far?
- 3.What existing structures could the working group on ‘EU cyber intelligence services’ collaborate with to collect and assess situational awareness information and how would the working group differ from these existing structures, such as the Hybrid Fusion Cell?
