When farm inspections are carried out in relation to a payment under the common agricultural policy such as the basic payments scheme:

• 1.Must the inspection be carried out in the same calendar year that the payment relates to?
• 2.If an inspection cannot be carried out due to exceptional circumstances, such as the pandemic, are Member States obliged to penalise the individual who was unable to accommodate the inspection, or do they have flexibility as to whether to penalise the individual or not?
