Sanctions against Rosatom

Question for written answer E-000068/2023
to the Commission
Rule 138
Engin Eroglu (Renew)
The state-owned company Rosatom is an important component of Russia's military-industrial complex, including as regards the production of Russian nuclear weapons and nuclear fuel.
Rosatom’s subsidiary Atomflot is building a nuclear-powered fleet for the Russian regime. Atomflot vessels continue to enter Union ports unimpeded and the company is being supplied with equipment by Western firms.
While the Russian Federation threatens the entire world with nuclear weapons, Rosatom is subject to no sanctions; rather, it has strategic partnerships with major Western countries.
In France, the strategic cooperation agreement of 2 December 2021 between the French nuclear concern Framatome and Rosatom continues to apply.
Rosatom is the contractor for the construction of two units of the Paks nuclear power plant in Hungary. The Russian Federation is involved in the construction of a thermonuclear fusion reactor in France.
Rosatom and the French company Areva are currently producing heat releasing assemblies for seven nuclear power stations in Europe at the Elektrostal plant near Moscow.
Regardless of Western nuclear power plants’ dependence on Russian nuclear fuel, projects and strategic partnerships involving Rosatom could be discontinued.
- 1.Does the Commission intend to propose sanctions against Rosatom and its subsidiaries and have the firm’s projects discontinued?
- 2.Does the Commission back the introduction of strict export control measures in order to prevent Western equipment and technology from being supplied to Atomflot and Rosatom?
