Disastrous national CAP plan drawn up by Pedro Sánchez

Question for written answer E-002245/2023
to the Commission
Rule 138
Jorge Buxadé Villalba (ECR)
The European Parliament has just published its comparative analysis of the Common Agricultural Policy (CAP) strategic plans and their forced contribution to the European Union’s climate objectives.
This comparative analysis reflects a worrying deterioration in Spain’s position regarding the financing of our primary sector following the management of Pedro Sánchez’s government. It also indicates considerable shortcomings in the national strategic plan prepared by the executive.
In light of that analysis and without prejudice to the eminently ideological nature of those objectives, I would like to ask the following questions:
- 1.Why is there a decrease in the percentage of planned funding through direct payments to Spain in the period 2023-2027 compared to Pillar I expenditure in the period 2015-2020?
- 2.Why is the annual funding intensity per hectare for Spain the lowest in the EU (together with Latvia, Portugal and Romania)?
- 3.Has the Commission been informed by the Spanish Government of any improvement in its strategic plan for the protection of water quality, the lowest of all national plans?
