Donald Tusk’s comments on unblocking Polish Recovery and Resilience Facility funds

Question for written answer E-002535/2023
to the Commission
Rule 138
Marco Zanni (ID)
According to a number of media reports, former President of the European Council Donald Tusk promised on 27 August 2023 that he would unblock Poland’s Recovery and Resilience Facility (RRF) funds (worth EUR 35 billion) on his first day in office if his party, Civic Reform, won the upcoming October elections.
Given that RRF disbursements are linked to milestones and targets agreed with the Commission, and that the Commission and the Polish Government are currently in talks over unblocking the aforementioned funds,
- 1.What is the Commission’s stance on Mr Tusk’s comments?
- 2.Can the Commission confirm that a Member State government’s political affiliation is not a factor in RRF disbursements?
- 3.Given that Mr Tusk’s comments undermine its independent image, does the Commission intend to condemn them?
