Further to the European heads-of-government summit that took place in October 2023:

• 1.Can the Commission specifically explain what unforeseen mishaps have resulted in the need for additional funding of EUR 66 billion, and why those mishaps were not dealt with in the past by drawing on existing budget lines?
• 2.How does the Commission intend to address the lack of transparency and accountability in the use of EU funds, especially in view of the unused budget lines and unspent funds that are still available?
• 3.Can the Commission provide a detailed overview of how financial resources will be allocated and used with regard to funding for Ukraine, migration management and contributions to green initiatives for industry, and ensure that those monies are used effectively?
