National levies on plastic packaging

Since January 2021, Member States have been paying a contribution into the EU budget that is based on the volume of non-recycled plastic packaging material. Some Member States fund that contribution from their domestic budgets, while others have introduced new national levies for this purpose. This is fragmenting the EU internal market, raising questions as to a possible disruptive effect on how the internal market operates.

• 1.What is the Commission’s assessment of the impact of this on the integrity of the internal market and the proper functioning thereof?
• 2.In the Commission’s opinion, do plastic-packaging taxes need to be harmonised?
