On 20 November 2023, the Commission amended the Temporary Crisis and Transition Framework (TCTF) for State aid to postpone the phase out of some of its provisions until June 2024. This decision raises doubts about the temporary nature of the TCTF and, more generally, on the enforcement of the EU’s State aid rules.
The Commission has not published detailed information on the amounts of aid granted under the TCTF. Only aggregated data published by some media outlets is available and points to an extreme concentration of State aid approvals in Member States with the largest fiscal headroom.
In order to assess the potentially distortionary effects of the widespread use of State subsidies on the single market, it is crucial to have detailed information about their use.
In light of the above:
- 1.Did the Commission provide this data in the consultation sent to Member States on 6 November 2023 regarding the extension of the TCTF provisions?
- 2.Did the Commission observe any concerning asymmetries between Member States in the use of State aid measures under the TCTF?
