Written question

The Commission understands that the findings of the Lithuanian National Audit Office (on the involvement of the agricultural sector in policy making) are addressed to the Lithuanian Ministry of Agriculture.

The Commission cannot comment on findings from a report under exclusive national responsibility, which it has not received in an official capacity.

Under Article 106 of Regulation (EU) 2021/2115[1], it is the responsibility of each Member State to organise a partnership for both drawing up and accompanying the implementation the Common Agricultural Policy (CAP) Strategic Plan.

This partnership should be organised and implemented in line with the provisions of the Commission Delegated Regulation (EU) No 240/2014[2], which requires Member States to ensure that the partners selected are the most representative of the relevant stakeholders, with no obligation to include all of them.

Furthermore, the Commission Delegated Regulation (EU) No 240/2014 does not limit the process of consultations of relevant partners to working groups only.

After approval, the implementation of the CAP Strategic Plans and proposals for amendments shall be examined by the CAP Strategic Plan monitoring committee established under Article 124 of Regulation (EU) 2021/2115, that brings together the relevant public authorities and intermediate bodies and representatives of the partners referred to in Article 106(3) of Regulation (EU) 2021/2115.

The Commission participates in the monitoring committee in an advisory capacity and has no role in coordination of stakeholders’ inputs.

Alongside the formal partnership structures, the Commission encourages Member States to actively involve interested stakeholders in the implementation of the CAP Strategic Plans.
