Wind farm projects and environmental protection in Sardinia’s Gallura region

Plans have recently been drawn up for an inordinate number of on-shore wind farms in Sardinia’s Gallura region. Authorisation has been requested concerning the generation of 2 750 MW of energy, roughly equivalent to 460 wind turbines, 107 in the Municipality of Tempio Pausania alone. So far, grid connection requests have been made concerning plans currently under review by the Ministry of Environment and Energy Security to generate 708 MW, equivalent to 112 wind turbines.
Building these facilities would have a significant impact on northern Sardinia’s landscape, biodiversity, economy, culture and, in particular, its natural environment and agro-pastoral sector, one of the area’s cornerstones.
Furthermore, some of the wind farms in question would be built in the Monte Limbara special conservation area (SAC), a site that is part of the Natura 2000 network.
In addition, the provisions of Article 1 of the Habitats Directive (92/43/EEC) and of the Birds (79/409/EEC) and SEA (2001/42/EC) directives should be given due consideration.
In the light of the above:
- 1.Will the Commission ascertain whether such a heavy concentration of wind farms in an area with unique natural surroundings like Gallura constitutes a breach of the Habitats, Birds and SEA directives?
- 2.Will it verify whether the wind farm plans in Monte Limbara violate the provisions of the aforementioned directives?
- 3.Will the Commission request clarification from the competent national authorities concerning all of the above proposals, particularly as regards their environmental impact assessments?
