The Strategic and Comprehensive Partnership with Egypt was launched with the signature of the Joint Declaration on 17 March 2024[1]. A financial and investment support package of EUR 7.4 billion for Egypt will underpin the Partnership.
It will consist of short and longer-term support, covering the period 2024-2027. As regards the macro-financial assistance (MFA), the next step will be for Egypt and the Commission to agree on a set of policy reforms to underpin the assistance, which will be recorded in a memorandum of understanding for each MFA operation.
The respect and protection of human rights and fundamental freedoms is a key element in the EU cooperation with Egypt. In the Joint Declaration, Egypt and the EU reaffirmed continued work on their commitments to further promote democracy, fundamental freedoms, and human rights, gender equality and equal opportunities, as agreed in the EU-Egypt Partnership Priorities 2021-2027[2].
The EU reconfirmed that it stands ready to assist Egypt in the implementation of its National Strategy for Human Rights in alignment with the provisions of the Association Agreement[3] and the EU-Egypt Partnership Priorities 2021-2027.
