Deaths and disappearances of women and girls in Mexico

ORAL QUESTION H-0532/03
for Question Time at the part-session in October 2003
pursuant to Rule 43 of the Rules of Procedure
by Francisca Sauquillo Pérez del Arco
to the Commission

In the last 10 years, more than 320 corpses of women and girls have been found in Ciudad Juárez in Mexico. A total of 4 476 women and girls, average age between 14 and 16, have disappeared in Mexican cities. The ineffectiveness of the Mexican authorities' investigations means that these women, who are suffering the gravest possible violation of their fundamental rights, are without protection. Moreover, the Mexican authorities fail to comply with the recommendations and action plan of the UN IVth World Women's Conference or the commitments they have undertaken in the United Nation Convention for eliminating all forms of discrimination against women.

Given the seriousness of the facts, and the enormous number of victims, is the Commission thinking about devoting some of the funds for cooperation with Mexico to helping the victims and their families, e.g. by setting-up a full-scale programme for this purpose?

Is any judicial cooperation programme which would facilitate the investigations provided for within the framework of Community cooperation?

What programmes and projects funded by the Commission as part of cooperation with Mexico concern the protection of the human rights of women, the integration of women or the struggle for equality in Mexico?
