Facilitation of visas for citizens of Moldova and Georgia

Citizens of Moldova and Georgia are confronted with considerable difficulties in obtaining visas for the EU Member States. In addition, the entry into force of the visa facilitation agreement between the EU and the Russian Federation has brought about a paradoxical situation whereby the inhabitants of the separatist regions of Abkhazia, South Osssetia and Transdnistria, who mostly hold Russian passports, now benefit from a less restrictive visa and travel regime. What action will the Council take to contribute towards easing the visa regime for Moldovan and Georgian citizens and implementing the respective agreements? It is also necessary, as a matter of urgency, that the Common Visa Centre in Chisinau should be able to count on the cooperation of more EU Member States with a view to transposing the practical process of facilitating visas. How does the Council explain the fact that so far only a small number of Member States have done so, and how it will ensure that the rest cooperate forthwith?
