On 30 August 2006, the European Commission adopted a proposal for definitive anti-dumping duties on certain leather shoes from China and Vietnam. The European Commission has proposed duties of 16.5% for China and 10% for Vietnam for certain leather shoes.
This proposal substantially differs from the provisional one circulated in July 2006. This first proposal, rejected by an overwhelming majority of Member States, aimed at introducing, for the first time ever in an antidumping Regulation, a deferred duty system based on tariff quotas.
Can the Commission provide a report of the main conclusions of this investigation as well as a justification of the measures proposed?
To what extent have new policy and methodological approaches been followed in the footwear case as compared to established practice? To what extent are such new approaches likely to be followed in future cases?
