  Subject: UNSC Resolution 1325 - role of gender in peacebuilding - implementation at EU level

UN Security Council Resolution (UNSCR) 1325, as the first resolution of the Security Council specifically to address the impact of war on women, and women’s contributions to conflict resolution and sustainable peace, calls for the specific needs of women to be taken into account in post-conflict situations and for greater representation of women at all levels of decision making. Therefore:


1. How does the Council intend to ensure the implementation of its conclusions of 13 November 2006, in which it invited the Member States to nominate more female candidates for upcoming CFSP/ESDP assignments (including the posts of EU Special Representatives and Heads of Mission) and to pursue active recruitment strategies and identify and address specific obstacles limiting women’s participation?


2. Has the Council Secretariat undertaken the review of implementation of the measures as announced in the Council Secretariat document to Delegations (doc. 11932/2/05 Rev2), and when will the EP be informed of the results?


3. How has the Council implemented the recommendations in the ‘Final Report on Gender Work inside EUFOR RD Congo, 15 December 2006’, including appointing gender advisers at the three levels of Brussels, OHQ and FHQ, no ‘double-hatting’ of gender advisers, and provision of gender training prior to deployment?


4. What were the main results and lessons derived from the questionnaire submitted to all Member States in 2006 regarding their national measures in the area of gender and security?


5. How does the Council intend to ensure the active participation of local women’s groups in consultations, peace negotiations and reconciliation processes as stated in the ESDP checklist?
