Article 9 of the Treaty of Lisbon calls on the Union to take account of requirements linked to the promotion of a high level of employment, the guarantee of adequate social protection, the fight against social exclusion, and a high level of education, training and protection of human health in defining and implementing its policies and activities.

The recent report of the Van Rompuy taskforce to the European Council contains far-reaching proposals for the reform of the existing system of macroeconomic surveillance and coordination that will have a significant impact in areas such as employment, social protection, social exclusion, education, training and human health. Does the Council acknowledge this?

Accordingly, does the Council agree that these proposals, and consequently the future legislative framework for economic governance, must be in conformity with Article 9 of the Treaty of Lisbon? Has the Council ensured that this is the case by means of a social impact assessment? If not, does the Council agree that an in-depth analysis of the social impact of the proposed legislation ought still to be conducted?
