Deadlock on the revision of Regulation 1049/2001

Parliament adopted its first reading position in December 2011 on the Commission’s two joint proposals of 2008 and 2011 revising Regulation 1049/2001, so as to ensure greater transparency in the EU decision-making process for EU citizens.

Since then, and despite negotiations and trilogues with three successive Presidencies, Regulation 1049/2001 has been at an impasse at the Council. According to our information, this is due to the Commission’s unwillingness to proceed.

–  What does the Commission identify as the main obstacles to progress on revision?

–  Could the Commission clarify its views regarding Parliament’s first-reading position, identifying which elements it deems acceptable and unacceptable?

–  Could the Commission clarify its negotiating position in discussions with the other institutions, especially at the Council Working Group?

–  Does the Commission agree that common ground between all three institutions needs to be determined in order to ensure the successful conclusion of Regulation 1049/2001 before the end of this mandate?

–  Would the Commission consider withdrawing its proposals should the deadlock remain?
