What steps is the Commission taking to ensure that the 19th Conference of the Parties (COP 19) Climate Change Conference in Warsaw brings concrete results and progress regarding:

–  the framework, design and pathway leading to the global climate agreement due to be concluded in 2015;

–  increased ambition compared with pre-Europe 2020 levels; and

–  the implementation of previous COP decisions and agreements, particularly in the areas of climate finance and adaptation.
