Initial response to the Commission Green Paper on Building a Capital Markets Union

On 18 February 2015, the Commission adopted a Green Paper on Building a Capital Markets Union (COM(2015)0063). As an initial response, Parliament would like to put the following questions to the Commission:

1. How will the Commission ensure that a genuine European approach in building a Capital Markets Union (CMU) will be followed, targeted at the functioning of capital markets in the entire Union and taking into account the differences in the financial sectors in the EU when considering further proposals?

2. How will the Commission create SME-friendly economic and regulatory conditions to ensure the successful and diversified access of SMEs to financing in the CMU?

3. How does the Commission intend to consider proportionality, coherence and consistency in a possibly reinforced regulatory and supervisory framework in a CMU?
