Question for oral answer O-000133/2015
to the Commission
Rule 128
Charles Goerens, Filiz Hyusmenova, on behalf of the ALDE Group

 Subject: The Kunduz hospital airstrikes and the protection of humanitarian workers

In the Kunduz bombing – an unacceptable tragedy and a possible war crime, as the strike continued for more than 30 minutes after US and NATO officials were informed about its location – humanitarian workers for Médecins Sans Frontières (MSF) paid with their lives while assisting the most fragile and vulnerable in a public space (an MSF hospital).

At the last Strasbourg part-session, Commissioner Stylianides announced a rapid evaluation of the need for additional humanitarian support.

1. After a first evaluation, what measures is the Commission actually proposing in order to:

– improve the protection of humanitarian workers (in particular safe and appropriate delivery of humanitarian access, notably by means of adequate humanitarian air services);

– install a humanitarian corridor in Kunduz province;

– ensure adequate accountability for the protection measures as well as consequent monitoring of attacks against humanitarian workers?

2. What initiatives is the Commission willing to take in order to ensure an independent investigation of the Kunduz bombing and to bring criminal charges for the loss of several lives and the partial destruction of this hospital?
