What action is the Commission taking to ensure that the COP23 Climate Conference in Bonn makes significant progress to:

– advance on the key implementing rules of the Paris Agreement by 2018, including on issues of an enhanced transparency framework, details of the global stocktake, further guidance on nationally determined contributions (NDCs), and a mechanism to facilitate implementation and promote compliance;

– clarify and shape the design of the 2018 facilitative dialogue, which will be a key opportunity to take stock of progress towards the Agreement’s mitigation goal and to inform the preparation and revision of the Parties’ NDCs before 2020; and

– scale up the mobilisation of climate finance in order to achieve the joint goal of USD 100 billion per year by 2020?
