What actions is the Council taking to ensure that the COP24 Climate Conference in Katowice will make significant progress towards:

1. The successful finalisation of the work on the Paris Agreement Work Programme and Rulebook and conduct of the first of the two pre-2020 stocktaking exercises agreed in Bonn;

2. The implementation of the Talanoa dialogue, as agreed in Bonn, and drawing conclusions from the first round of reporting by Parties and stakeholders, and

3. The scaling up of climate finance mobilisation towards the joint goal of USD 100 billion per year by 2020, as well as ensuring that the annual financial flows are consistent with the long-term ambitions of the Paris Agreement?
