Question for oral answer O-000019/2019

to the Commission

Rule 128

Alojz Peterle, Karin Kadenbach, Mark Demesmaeker, Frédérique Ries, Linnéa Engström, Kateřina Konečná, Mireille D'Ornano

on behalf of the Committee on the Environment, Public Health and Food Safety

  Subject: EU Pollinators Initiative

The EU Pollinators Initiative aims to address the decline of pollinators and contribute to global conservation efforts, but fails to sufficiently address the main root causes of pollinators decline. In this context, we would welcome answers to the following questions:

1. How does the Commission intend to increase the coherence between the Pollinators Initiative and the common agricultural policy (CAP)? Will the monitoring system, including a Wild Pollinators Index, be integrated into the CAP?

2. Is the Commission preparing a Biodiversity Strategy beyond 2020? How will the Commission ensure coherence and compatibility between these post-2020 measures and the next multiannual financial framework (MFF) and the new CAP?

3. How will the Commission improve the implementation of the Plant Protection Products Regulation and the Sustainable Use of Pesticides Directive, and spur innovation on alternative methods and integrate these into the CAP? How does the Commission intend to support the development of organic pesticides that are harmless to pollinators?

4. Does the Commission intend to apply the precautionary principle by proposing legislation prohibiting the production, sale and use of all neonicotinoid-based pesticides throughout the Union without derogation?

5. How does the Commission plan to examine the legality of emergency derogations allowing the use of banned pesticides, and which follow-up measures are planned?

6. Professional users of pesticides are obliged to keep precise records of their pesticide use under Article 67 of Regulation (EC) No1107/2009. Does the Commission plan to require Member States to make this data available in the public domain?

7. When will the Commission publish its overdue report on the traceability of pesticide use?
