 Subject: COP15 to the Convention on Biological Diversity – to be held in Kunming, China, in 2020

We are witnessing biodiversity loss at an unprecedented rate and it is increasingly likely that, once again, the majority of the targets outlined in the 2011-2020 Strategic Plan for Biodiversity will not be met. The 15th meeting of the Conference of the Parties (COP15) to the Convention on Biological Diversity, to be held in Kunming, China, in October 2020, will therefore be of critical global importance, as it is expected that the Convention’s strategic plan will be updated and a post-2020 global biodiversity framework will be adopted.

What action is the Council planning to take to scale up efforts in achieving the targets of the 2011-2020 Strategic Plan for Biodiversity, including the Aichi Biodiversity Targets?

Does it intend to propose a stronger implementation mechanism for the post-2020 framework in order to stop further biodiversity loss?

Will it actively support the establishment of new financing instruments for biodiversity and ecosystem conservation and an internal and external tracking mechanism for biodiversity financing in order to improve transparency, accountability and effectiveness?

Will it propose strengthened accountability tools, in particular for the National Biodiversity Strategies and Action Plans, to improve governance and facilitate the development, revision and implementation of the post 2020 targets and achievement of the 2050 Vision for Biodiversity?
