 Subject: Dual quality of products in the single market

Numerous studies and tests have shown differences in the composition of products and ingredients used in products distributed and sold in the single market under the same brand and in seemingly identical packaging, which has a negative impact on consumers. The vast majority of consumers are concerned about these differences.

This phenomenon represents discrimination against consumers in the markets of different Member States. Any discrimination is unacceptable. All EU consumers should enjoy access to products of the same quality. At the same time, there is uncertainty about the protection of consumer health.

Although Parliament has taken an initial step to combat the dual quality of products in the single market by adopting a report on dual quality of products, the internal market is still not sufficiently regulated so as to eliminate products with dual quality. Products with the same brand name and packaging can still have different contents.

1. Does the Commission intend to take new legislative measures to eliminate dual-quality products in the coming period and thereby strengthen the protection for EU consumers and increase their confidence in the internal market?
