 Subject: Emergency support for Germany after the floods

Western Germany was hit by devastating rainfall and flooding during the week of 13 July 2021, causing the tragic deaths of 159 people as stands. Thousands of people have also sadly lost their homes. We express our deepest sympathy and solidarity with all the people affected by the floods and their families. The national, regional and local authorities of Germany involved in providing post‑disaster relief will face an enormous challenge, as they need to swiftly begin well‑coordinated reconstruction work in order to mitigate economic and social damage.

In the light of Council Regulation (EU) 2016/369 of 15 March 2016 on the provision of emergency support within the Union, Council Regulation (EC) No 1257/96 of 20 June 1996 concerning humanitarian aid and the Council conclusions of 28 November 2008 calling for civil protection capabilities to be enhanced by a European mutual assistance system building on the civil protection modular approach, we would like to ask the Commission the following questions:

1. What measures will it take to release and provide swift and effective funding from the European Union Solidarity Fund?

2. Will it use all the available instruments under the cohesion and regional funds, in full cooperation with the national and regional authorities of Germany, in an effective way to fund prevention, security, reconstruction and all other necessary measures?

3. Can the European Agricultural Fund for Rural Development be used to support rural areas and agricultural businesses affected by the floods?
