to the Commission

Subject: Mercosur negotiations on eggs and egg products
 Answer in writing

Directve 1999/74/EC(1) on the welfare of laying hens requires egg producers in the EU to provide a high standard of animal welfare for laying hens, at an additional cost to producers. These standards do not, however, apply to countries outwith the EU, putting non-EU producers at a competitive advantage over their European counterparts.

In its negotiations with the Mercosur countries, can the Commission confirm that eggs and egg products have been included on the list of Category C goods, on which all tariffs are removed?

Recognising the demands of EU consumers for high standards of animal welfare in food production, can the Commission comment on what standards of animal welfare are applied in egg production in the Mercosur countries? Further, how can EU consumers’ demand for animal welfare in food production be met if egg production does not meet the stringent standards expected of EU producers by EU consumers? What action can the Commission take to ensure that Mercosur countries are encouraged to introduce equivalent standards of animal welfare for egg producers who export to the EU?
